PS/SJ Officiates at Handover Ceremony of ICT Equipment to Strengthen GBV Justice Delivery
The Permanent Secretary/Secretary to the Judiciary, Dr. Pius Bigirimana, on Thursday presided over the handover of ICT equipment procured under the Justice 4Her Project to courts implementing the initiative, highlighting the Judiciary’s commitment to digital transformation and gender-responsive justice.
The handover ceremony was held at the Court of Appeal and brought together representatives from the Judiciary, development partners, and beneficiary courts.
Speaking during the event, Dr. Bigirimana described the handover as an important milestone in strengthening the administration of justice through technology and improving the Judiciary’s capacity to handle Gender-Based Violence (GBV) cases efficiently.
He expressed appreciation to the Austrian Development Cooperation, the Embassy of the Kingdom of the Netherlands, and UN Women for their continued support towards promoting inclusive and equitable access to justice.
Dr. Bigirimana noted that the Justice 4Her Project seeks to enhance the Judiciary’s ability to identify, prioritize, allocate, and expeditiously handle GBV cases while leveraging ICT to improve case management and coordination among justice sector actors.
As part of the project deliverables, 14 desktop computers and 12 printers were procured for distribution to implementing courts, including the High Courts of Gulu and Masaka, as well as Chief Magistrates Courts in Kalangala, Rakai, Sembabule, Nebbi, Gulu, Masaka, Pakwach, Paidha in Zombo, Nwoya, and Amuru, in addition to Nebbi.
The PS/SJ emphasized that the ICT equipment would support pre-trial preparations, strengthen case tracking, improve data management, enhance communication, and facilitate timely handling of cases, particularly those involving vulnerable groups.
He described the equipment as a critical investment in efficiency, transparency, accountability, and integrity within the justice system, adding that strengthened technology systems are essential in building a people-centred and inclusive Judiciary.
Dr. Bigirimana further emphasized the Judiciary’s commitment to accountability, sustainability, and value for money, assuring development partners that the equipment would be deployed to areas of greatest need and properly maintained to ensure long-term impact.
He emphasized that strong partnerships built on shared priorities and mutual trust remain critical in advancing equitable access to justice and improving justice service delivery across the country.
The Acting Chief Registrar, HW Lamunu Pamella Ocaya, commended the development partners and the Judiciary leadership for supporting implementation of the Justice 4Her Project, noting that the initiative has significantly strengthened the Judiciary’s capacity to manage GBV cases and improve service delivery through ICT.
Speaking on behalf of UN Women, Ms. Beatrice Mulindwa applauded the Judiciary for embracing digitization and strengthening data management systems within the justice sector. She noted that reliable data remains critical in supporting evidence-based planning, case tracking, performance monitoring, and improved access to justice.
Adding their commitment to supporting a more effective, inclusive, and survivor-centred justice system and encouraged beneficiary courts to utilize and maintain the equipment properly to ensure long-term impact.
The ceremony concluded with Dr. Bigirimana officially handing over the ICT equipment to the beneficiary courts implementing the Justice 4Her Project.
